Joseph Petrillo and his firm concentrate on Government contract matters. Mr. Petrillo has 30 years= experience in Government contract law. The firm counsels clients on all legal aspects of dealing with the Government under various types of contracts. These include regulatory compliance, solicitation and contract interpretation, bid protests, claims (including changes and terminations for convenience), disputes (including terminations for default), appeals, Freedom of Information Act matters, labor standards, small business programs, data rights, cost accounting, and lobbying (both Congressional and administrativeMr. Petrillo is a past Chairman of the Government Contracts Section of the Federal Bar Association. He has served as Vice Chairman of the two committees of the ABA's Public Contracts Section, the Health Care Contracting Committee (currently) and the Information Systems Committee. (previously), and was on the Advisory Board of the Federal Contracts Report. from 1987 to 2002. He has also served as a member of the ad hoc advisory group assisting the Court of Federal Claims in implementing its new bid protest jurisdiction. He has lectured for various professional organizations, educational institutions and industry groups, including Federal Publications, Inc., National Contract Management Association, American Bar Association, Federal Bar Association, the George Washington University government contracts program, the Federal Healthcare Acquisition Conference; Federal Computer Conference, and Practicing Law Institute. For over fifteen years, he has written a monthly column on Federal Contract Law for Government Computer News. He is the author of a text entitled Government Information Systems Procurement, co-author of two other texts, Government Health Care Contracting and Managing IT Contracts, and a Briefing Paper on Facing a Fraud Investigation. His articles have appeared in The Federal Circuit Bar Journal, Federal Contracts Report, Legal Times, Government Computer News, Business & Health, Washington Business Journal, Contract Management, and other publications. In addition, he has been quoted on Government contract matters by The New York Times, The Wall Street Journal, The Washington Post, The Washington Times, Legal Times, California Business, Government Executive, Aviation Week and Space Technology, Federal Computer Week, and Government Computer News. Mr. Petrillo is admitted to practice before the U.S. Supreme Court, the U.S. Courts of Appeals for the Federal and District of Columbia Circuits, the U.S. District Courts for the District of Columbia and the Central District of California, U.S. Court of Federal Claims, and the District of Columbia Court of Appeals. He also practices regularly before the Boards of Contract Appeals, the U.S. General Accounting Office, the U.S. Postal Service and SBA's Office of Hearings and Appeals, and has testified as an expert witness in several law suits. Mr. Petrillo received his undergraduate degree from the Georgetown University School of Foreign Service. He then went on to receive his law degree from the Georgetown University Law Center, where he served as an Editor of the Georgetown Law Journal.
