GENERAL EXPERIENCE

Petrillo & Powell, P.L.L.C. specializes in Government contract matters.  The firm counsels clients on all legal aspects of dealing with the Government under various types of contracts. These include regulatory compliance, solicitation and contract interpretation, bid protests, claims (including changes and terminations for convenience), disputes (including terminations for default), appeals, Freedom of Information Act matters, labor standards, small business programs, data rights, cost accounting, and lobbying.

 

Healthcare Contracting Experience

In the area of health care contracting, the attorneys of Petrillo & Powell, P.L.L.C. have represented and advised:

  • Two offerors for CHAMPUS regional MCS contracts (advising about teaming, subcontracting, the solicitation, and related matters), and one major MCS subcontractor;
  • Two direct care companies holding Government contracts for occupational health services;
  • A contractor operating clinics for military dependents;
  • A pharmacy benefits manager seeking a contract for mail-order prescription services;
  • A health care database and provider network contractor;
  • A manufacturer of medical equipment selling its products through a multiple-award contract; and
  • A health care consulting and software firm.

In addition, Mr. Petrillo is the co-author of a text entitled Government Health Care Contracting,  author of a monograph on the CHAMPUS contracting for the Bureau of National Affairs, wrote a short critque of a GAO report on the MCS contracts for U.S. Medicine, contributed an article on overspecification in Federal healthcare contracts for Business & Health, and co-authored a Briefing Paper on Facing a Fraud Investigation. In addition, he has been quoted on Government contract matters by The New York Times, The Wall Street Journal, The Washington Post, The Washington Times, Legal Times, and Modern Healthcare.  Mr. Petrillo is a member of the ABA's Public Contracts Section Section's newly-formed Committee on Health Care Procurement. Mr. Petrillo has lectured on health care procurement for the Federal Bar Association, and Federal Publications, Inc..
